Avviso Agenzia dogane e monopoli su applicazione provvisoria accordo UE e Mercosur
Con avviso del 24 aprile 2026, ADM ha informato gli operatori economici della l’applicazione provvisoria dell’accordo interinale sugli scambi tra l’Unione europea, da una parte, e il mercato comune del sud, l’Argentina, Brasile, Paraguay e Uruguay. L’Agenzia delle dogane e monopoli ha fornito i seguenti suggerimenti: l’accordo (UE-MERCOSUR) entra in vigore in via provvisoria a decorrere dal 1° maggio 2026. per un periodo non superiore a tre anni a decorrere dalla data di entrata in vigore dell’accordo, l’Unione europea deve accettare come attestazione di origine anche un «certificato di origine», comprovante che i prodotti importati nell’Unione europea soddisfano i requisiti di origine stabiliti a norma dell’accordo. Il primo maggio 2026 entra, provvisoriamente, in vigore l’accordo ITA (interim trade agreement) tra l’UE e il MERCOSUR. Cosa devono fare gli operatori economici per godere del trattamento preferenziale dell’ITA tra UE e MERCOSUR? Lo status di origine preferenziale deve essere dichiarato dall’importatore. L’importatore, infatti: deve indicare tale status nella dichiarazione doganale da redigere secondo la normativa locale; può invocare tale beneficio entro i due anni dalla data dell’importazione. Di quale documento ha bisogno l’importatore per chiedere il trattamento preferenziale? The European Commission adopted, on 3 September 2025, the proposals for Council decisions on the signature and conclusion of two parallel legal instruments: the EU-Mercosur Partnership Agreement (EMPA). will have to be ratified by all EU Member States before entering into force. In this article, we share the latest changes made on the text of the free trade agreement published by EU on 2019. On 6 December 2024 the President of the European Commission Ursula von der Leyen and her counterparts from four Mercosur countries (Brazilian President Lula, Argentinian President Milei, Paraguayan President Peña, and Uruguayan President Lacalle Pou) ended the negotiations for a groundbreaking EU-Mercosur partnership agreement. As it is stated by the EU Parliament: “ The proposed EU-Mercosur agreement is composed of a political and cooperation pillar, and a trade pillar. MERCOSUR and EU: again troubles about environmental safeguards
MERCOSUR was reached in 2019 after two decades of negotiations but has been on hold due to environmental concerns.
